<br />September 10. 2007 <br /> <br />At a Called Meeting of the City Council on Monday, September 10, 2007, there <br />were present: <br /> <br />Mayor James W. Holley III, *Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />*Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Ray A. Smith, Sr., City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />07 - 377 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, September 10,2007 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 378 - The following items were discussed in Public Work Session: <br /> <br />1. Craney Island - Virginia Port Authority <br /> <br />2. City-Wide Drainage Study Update <br /> <br />3. Chesapeake Planning Commission Update <br /> <br />4. Crab Shack Update <br /> <br />5. UP-07 -09 Update <br /> <br />6. School Board Correspondence <br /> <br />07 - 379 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to <br />consult with legal counsel about specific legal matters requiring legal advice, as <br />authorized by paragraph 7. <br /> <br />The subject matter shall be the proposed ethanol refinery In the City of <br />Chesapeake. <br /> <br />The purpose shall be to permit discussion of negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. D. Smith, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br />
