September 10. 2007 At a Called Meeting of the City Council on Monday, September 10, 2007, there were present: Mayor James W. Holley III, *Vice Mayor Marlene W. Randall, William E. Moody, Jr., *Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Ray A. Smith, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 07 - 377 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, September 10,2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 378 - The following items were discussed in Public Work Session: 1. Craney Island - Virginia Port Authority 2. City-Wide Drainage Study Update 3. Chesapeake Planning Commission Update 4. Crab Shack Update 5. UP-07 -09 Update 6. School Board Correspondence 07 - 379 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to consult with legal counsel about specific legal matters requiring legal advice, as authorized by paragraph 7. The subject matter shall be the proposed ethanol refinery In the City of Chesapeake. The purpose shall be to permit discussion of negotiating strategy. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. D. Smith, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion, meeting adjourned.
