<br />AUQust 28. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 28, 2007, there were <br />present: <br /> <br />Mayor James W. Holley III, *William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. <br />Psi mas, Ray A. Smith, Sr., *Oouglas L. Smith, City Manager Kenneth L. Chandler, City <br />Attorney G. Timothy Oksman. <br /> <br />07 - 362 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 28, 2007 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 363 - The following items were discussed in Public Work Session: <br /> <br />1. Livable Communities Award Update - Kenneth Chandler <br /> <br />2. Craney Island Status Report - Kenneth Chandler <br /> <br />3. FY 2007 Year End Report - Kenneth Chandler <br /> <br />4. Empowerment Zone Briefing - Steven Lynch <br /> <br />07 - 364 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss or consider economic development matters, personnel matters, and also <br />appointments to boards and commissions, pursuant to the following legal authorities: <br /> <br />subsection 3, the disposition of publicly held property; <br /> <br />subsection 5, a new prospective business which has not been previously <br />announced; <br /> <br />subsection 6, investing public funds where competition or bargaining is involved; <br /> <br />subsection 1, consideration of candidates for appointment or employment; and <br /> <br />subsection 7, consultation with legal counsel. <br /> <br />The subjects of the meeting are a possible new economic development project <br />for the Victory Crossing area, the proposed ethanol refinery in the City of Chesapeake, <br />a candidate for employment, and also appointments to boards and commissions. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy, and of candidates for possible appointment. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. O. Smith, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
