July 28, 1992 "At your request, the City Attorney has reviewed our current curfew ordinance and has made certain suggestions which would clarify the status of a curfew in the city. Attached for your consideration is an amendment to the City Code which embodies the suggested changes. I therefore, recommended your approval of this ordinance." Motion of Mr. Epperson, seconded by Mr. fcllowing ordinance was adopted on first and by the following vote: King~the finai reading and "AN ORDINANCE TO AMEND CHAPTER 24 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDED SECTION 24-8 THEREOF, PERTAINING TO CURFEW FOR MINORS." Ayes: Clemens, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 92-255 - Letter from the City Manager recommending adoption of an ordinance to amend Chapter 10 of the Code of the City of Portsmouth, Virginiaf 1988, by amending Section 10-108, thereof pertaining to a voting place for Precinct 25. "The Portsmouth Christian Church notified the Electoral Board that it is no longer available as a voting place for Precinct No. 25. It then became necessary for the Electoral Board to find another voting place in Precinct No. 25. The Electoral Board has made arrangements with the Port Norfolk Elementary School at 3101 Detroit Street, Portsmouth, Virginia, for the facility to serve as the voting place for Precinct No. 25. As such, the City Attorney had prepared an amendment to Section 10-108 of City Code, and I recommended that you adopt this code change." Motion of Mr. Epperson, seconded by Mr. King, the following ordinance was adopted on first and final reading and by the fOllowing vote: "AN ORDINANCE TO AMEND CHAPTER 10 OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING ARTICLE III, SECTION 10-108 PERTAINING TO A CHANGE OF VOTING PLACE FOR PRECINCT 25." Ayes: Clemens, Epperson, Griffin, Hawks, King, ~Pitts, Webb Nays: None 92-256 - Letter from the City Manager recommending adoption of a resolution expressing the concurrence of the Council of the City of Portsmouth, Virginia, with the inducement adopted by the Industrial Development Authority of the County of Henrico, Virginia, for the benefit of the Ben Secours Health Systems, Inc. for the issuanc~ of Medical Facility Revenue Bonds. "Maryview Hospital, together with other health'care hospitals in Virginia affiliated-with~Bon SecourslHealth System, Inc., propose to issue a new bond issue through the Industrial Development Authority of the County of Henrico. This bond issue will be used to refund certain bonds issued for these hospitals in 1985, to finance the construction of new surgical and intensive care facilities connected with Maryview Hospital, to purchase medical equipment, and to pay certain expenses connected with the bond issuance.
