At a Regular Meeting of the City Council held on Tuesday, <br />July 28, 1992, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> Vice Mayor King opened the meeting with prayer followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Webb welcomed all in attendance. <br /> <br /> Motion of Mr. Griffin and seconded by Mr. Epperson, the <br />minutes of the Called Meeting on July 13, 1992; the Public <br />Hearing on July 13, 1992: the Called Meeting on July 14, 1992 <br />and the Regular Meeting on July 14, 1992 were approved and <br />adopted by unanimous vote. <br /> <br />92-250 - Presentation by Mayor Webb and Vice Mayor King to the <br />Golden Olympians. <br /> <br />Anne <br />Out. <br /> <br /> Presentation of proclamation made by Mayor Webb to <br />Green and Charles B. Whitehurst, Sr. for National Night <br /> <br />92-251 - NON-AGENDA SPEAKERS <br /> <br />1. Nancy LaMartin, 212 Chesapeake Boulevard, representing Shea <br />Terrace Civic League with reference to Scotts Creek Project. <br /> <br />2. Rafiq Zaidi~ 3106 Hull Street, representing the Black <br />Concerned Citizens, spoke on the lead contamination in the <br />Washington Park area and the blood testing process. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />92-170 - Rezoning Application <br /> <br />(b) Z-92-07 <br /> <br />Motion of Mr. Hawks and seconded by Mr. Pitts <br />the following ordinance approved at the <br />Public Hearing of July 13, 1992 was adopted <br />and by the following vote: <br /> <br />"ZONING ORDINANCE Z-92-7" <br /> <br />Ayes: Epperson, Griffin, Hawks, Pitts, Webb <br />Nays: Clemons, King <br /> <br />consent Agenda <br /> <br /> Motion of Mr. King, and seconded by Mr. Griffin, the <br />following items approved on first reading at the Public Hearing <br />of July 13, 1992 was adopted and by the following vote: <br /> <br />92-184 Rezoning and Use Permit Applications: <br /> <br />(a) "ZONING AMENDMENT ORDINANCE Z-92-9" <br /> <br />(b) <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO CATHEDRAL OF PRAISE <br />MINISTRIES FOR THE OPERATION OF A RESIDENTIAL CARE <br />FACILITY FOR ADULTS AT 439 GREEN STREET. <br /> <br /> WHEREAS, Linda McCloud has made application on behalf of <br />Cathedral of Praise Ministries pursuant to Section 40-43.1 of <br />the Code of the City of Portsmouth, Virginia, 1988, for the <br />granting of a use permit as hereinafter-described; and <br /> <br /> <br />
