July 28, 1992 <br /> <br /> At a Called meeting of the City Council held on Tuesday, <br />July 28, 1992, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr,, James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br />92-249 The following call for the me~ting was read: <br /> <br /> "Please attend a called meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 57.100 p~m.,.T.U'es~ay, J~ly 28, 1992, for the <br />purpose of a Joint Meeting with IDA/PPIC and a Public Work <br />Session ~ · - ~ ~ <br /> <br /> In addition you may consider a motion to go'into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br />The following items were discussed in th~ public Work Session: <br /> <br /> 1. Presentation by Mr. C.W. McCoy on the. NSU/ODU Tri <br />Cities Graduate Center and its progress. <br /> <br /> 2. The following members of IDA/PPIC were present for the <br />Joint Meeting: Michael Blachman, Chairman, Manny Munoz, Ralph <br />Wilson, Jordan Slone, Matthew James, Steve Herbert, Donald <br />Kilgore, Legal Counsel. <br /> <br /> A presentation and recommendation was given concerning the <br />issuance of Medical Facility Revenue Bonds for the benefit of <br />Bon Secours (Maryview Hospital) to finance construction and <br />refinance existing debt. <br /> <br /> Motion by Mr. Epperson and seconded by Mr. Clemons to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> 1) Consideration of use of publicly held real property in <br />Churchland, Cradock, Scotts Creek, Downtown, and southern <br />portions of the City as permitted under Subsection (A) (3); <br /> <br /> 2) Consultation with the City Attorney and briefing by <br />staff pertaining to legal matters regarding contracts with <br />Chesapeake and the Commonwealth of Virginia and interpretation <br />of the Code as permitted under Subsection (A)(7); <br /> <br /> 3) Consideration of appointments to Boards and Commissions <br />by the City Council as permitted under Subsection (A) (1). <br /> <br />Motion adopted by unanimous vote. <br /> <br /> On motion of Mr. Epperson and seconded by Mr. King <br />pursuant to Section 2.1-344.1 of the Code of Virginia <br />certifying that to the best of the Council Member's knowledge <br />during the immediately preceding Executive Session of the City <br />Council: <br /> <br /> (1) Only public business matters lawfully exempted <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br />from <br /> <br /> <br />
