AUQust 14. 2007 At a Called Meeting of the City Council on Tuesday, August 14,2007, there were present: Mayor James W. Holley III, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 07 - 341 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 14, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 342 - The following item was discussed in Public Work Session: 1. Suffolk Golf Course RFP - John Maher 2. Historic Preservation - Landon Wellford I Fred Brusso 3. Portsmouth Community Library - Dr. Lydia Patton I Richard Hartman 07 - 343 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, pursuant the following legal authorities: subsection 3, the sale of publicly owned real estate; and subsection 5, prospective business expansion which has not been previously announced; and The subject matter of the meeting is a proposed project with the Victory Village business park. The purpose of the meeting is confidential discussion of negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. Motion by Mr. D. Smith, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, pursuant the following legal authorities: subsection 3, the sale of publicly owned real estate.
