<br />AUQust 14. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 14,2007, there were <br />present: <br /> <br />Mayor James W. Holley III, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. <br />Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City <br />Attorney G. Timothy Oksman. <br /> <br />07 - 341 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 14, 2007 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 342 - The following item was discussed in Public Work Session: <br /> <br />1. Suffolk Golf Course RFP - John Maher <br /> <br />2. Historic Preservation - Landon Wellford I Fred Brusso <br /> <br />3. Portsmouth Community Library - Dr. Lydia Patton I Richard Hartman <br /> <br />07 - 343 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, pursuant <br />the following legal authorities: <br /> <br />subsection 3, the sale of publicly owned real estate; and <br /> <br />subsection 5, prospective business expansion which has not been previously <br />announced; and <br /> <br />The subject matter of the meeting is a proposed project with the Victory Village <br />business park. <br /> <br />The purpose of the meeting is confidential discussion of negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, pursuant the <br />following legal authorities: <br /> <br />subsection 3, the sale of publicly owned real estate. <br />
