<br />At a Regular Meeting of the City Council on Tuesday, July 24, 2007 there were
<br />present:

<br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Ray A. Smith, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to approve the minutes
<br />of a Called Meeting on July 9,2007, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None
<br />
<br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to approve the minutes
<br />of a Called Meeting of July 10, 2007 and a Regular Meeting of July 10, 2007, and was
<br />adopted by the following vote:

<br />Public hearing on a proposed Chesapeake Ethanol Plant located in
<br />Chesapeake and bordering on the City of Portsmouth at 714 Giant
<br />Cement Drive, Chesapeake, Virginia.

<br />. John Maher gave a brief presentation on the Chesapeake Ethanol Plant.
<br />
<br />'" Councilman D. Smith provided additional information to citizens regarding the
<br />Chesapeake Ethanol Plant.
