Julv 24. 2007 At a Called Meeting of the City Council on Tuesday, July 24, 2007, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, *Elizabeth M. Psi mas, *Ray A. Smith, Sr., *Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 07 - 324 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 24, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 325 - The following items were discussed in Public Work Session: 1. Tidewater Community College - Dr. Deborah DiCroce 2. City Assessor Update - Alethia Bryce 3. Other Post Employment Benefits (OPEB) - Lance Wolff 4. SRO - John Rowe 07 - 326 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: appointments to boards and commissions, as per subsection 1; legal matters requiring the advice of legal counsel, as per subsection 7; and the investment of public funds where competition and bargaining is involved, as per subsection 6. The subject matter of the meeting includes appointments of citizens to boards and commissions, the proposed Chesapeake ethanol refinery, and the possible issuance of Empowerment Zone bonds. The purpose of the meeting IS to permit confidential discussion of possible appointees and negotiating strategy. The motion was adopted by unanimous vote. Motion by Ms. Psi mas, and seconded by Mr. R. Smith, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
