464 August 11, 1992 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Vincent Cherry, Waldo Davis, william Choate, Maupin Bailey, and James Vick be appointed viewers and that Richard Todd and Albert Carr be appointed alternate viewers in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter-described portion of such alley and to report to this Council in writing whether in their opinion any, and if any what, inconvenience would result in vacating and closing the'following: Ail that unnamed street, alley or right of way located plate 154 and running north and south and between and parallel to Florida Avenue and Mount Vernon Avenue and perpendicular to and opening onto Commerce Street and Portland Street." on Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: none 92-274 - Letter from the City Manager recommending adoption of a motion to transfer $100,400 from the Grants Contingency Account for continuation of the Community Diversion Incentive Program (CDI). "I am pleased to inform you that the State Department of Corrections has continued to fund the Community Diversion Incentive Program (CDI) for the City of Portsmouth. This program has been funded for $100,400 by the State and requires no local match. These funds are made available through the CDI Act and will provide resources to local governments to plan, develop and deliver community-based services. As you know, the program is directed only at no~violent offenders. The clients in the program will be required to enter into an agreement to complete an individualized treatment plan. Clients will receive intensive supervision and will be required to perform community service. One of the most unique features of the Act is the Community Corrections Resources Board, which-consists of representatives from criminal justice agencies, the public and private sector, and private citizens. Citizens make up the largest representation on the Board because greater citizen participation is one of the major goals of the Act. It is noteworthy that the annual cost of incarceration in a prison is $18,000 a year. In addition, the capital cost of one prison cell is more than $50,000. However, through the CDI program an offender can be monitored intensively and given tailored rehabilitation for approximately $4,200. I recommend approval of the project and the transfer of $100,400 from the Grants Contingency Account for continued support of the program." Motion of Mr. Clemons and seconded by Mr. Hawks, to granlt authorization to transfer $100,400 from the Grants Contingency Account for continuation of the Community Diversion Incentive Program (CDI), as requested, and was adopted by the following vote: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 92-275 - Letter from the City Manager recommending adoption of a motion to transfer $10,971 from the Grants Contingency Account for the Multi-Jurisdictional Drug Grant.
