464 <br /> <br />August 11, 1992 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that Vincent Cherry, Waldo Davis, <br />william Choate, Maupin Bailey, and James Vick be appointed <br />viewers and that Richard Todd and Albert Carr be appointed <br />alternate viewers in the event one of the preceding viewers <br />fails to participate, said viewers to view the <br />hereinafter-described portion of such alley and to report to <br />this Council in writing whether in their opinion any, and if <br />any what, inconvenience would result in vacating and closing <br />the'following: <br /> <br />Ail that unnamed street, alley or right of way located <br />plate 154 and running north and south and between and <br />parallel to Florida Avenue and Mount Vernon Avenue and <br />perpendicular to and opening onto Commerce Street and <br />Portland Street." <br /> <br />on <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: none <br /> <br /> 92-274 - Letter from the City Manager recommending <br />adoption of a motion to transfer $100,400 from the Grants <br />Contingency Account for continuation of the Community Diversion <br />Incentive Program (CDI). <br /> <br /> "I am pleased to inform you that the State Department of <br />Corrections has continued to fund the Community Diversion <br />Incentive Program (CDI) for the City of Portsmouth. This <br />program has been funded for $100,400 by the State and requires <br />no local match. These funds are made available through the <br />CDI Act and will provide resources to local governments to <br />plan, develop and deliver community-based services. <br /> <br /> As you know, the program is directed only at no~violent <br />offenders. The clients in the program will be required to <br />enter into an agreement to complete an individualized treatment <br />plan. Clients will receive intensive supervision and will be <br />required to perform community service. <br /> <br /> One of the most unique features of the Act is the <br />Community Corrections Resources Board, which-consists of <br />representatives from criminal justice agencies, the public and <br />private sector, and private citizens. Citizens make up the <br />largest representation on the Board because greater citizen <br />participation is one of the major goals of the Act. <br /> <br /> It is noteworthy that the annual cost of incarceration <br />in a prison is $18,000 a year. In addition, the capital cost <br />of one prison cell is more than $50,000. However, through the <br />CDI program an offender can be monitored intensively and given <br />tailored rehabilitation for approximately $4,200. <br /> <br /> I recommend approval of the project and the transfer of <br />$100,400 from the Grants Contingency Account for continued <br />support of the program." <br /> <br /> Motion of Mr. Clemons and seconded by Mr. Hawks, to granlt <br />authorization to transfer $100,400 from the Grants <br />Contingency Account for continuation of the Community Diversion <br />Incentive Program (CDI), as requested, and was adopted by <br />the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> 92-275 - Letter from the City Manager recommending <br />adoption of a motion to transfer $10,971 from the Grants <br />Contingency Account for the Multi-Jurisdictional Drug Grant. <br /> <br /> <br />
