<br />June 26. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 26, 2007, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., Senior Deputy City Attorney George M. Willson. <br /> <br />07 - 278 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held at I. C. Norcom <br />High School, 1801 London Boulevard, 5:00 p.m., Tuesday, June 26, 2007 for the <br />purpose of a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 279 - The following items were discussed in Public Work Session: <br /> <br />1. Southeastern Public Service Authority (SPSA) Update - Councilman R. Smith I <br />John Maher <br /> <br />2. 2nd and 3rd Quarter Financial Report - Lance Wolff <br /> <br />3. MUNIS Briefing - Lance Wolff <br /> <br />4. Suffolk Golf Course - John Maher <br /> <br />5. Ethanol Plant - John Maher <br /> <br />07 - 280 - Motion by Ms. Randall, and seconded by Mr. D. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to <br />discuss: <br /> <br />the acquisition of real property for a public purpose, as per subsection 3; <br /> <br />consultation with legal counsel regarding a specific legal matters requiring the <br />provision of legal advice, as per subsection 7; and <br /> <br />the investing of public funds where competition or bargaining is involved, as per <br />subsection 6. <br /> <br />The subjects to be discussed will be the acquisition of a specific improved parcel <br />of land in the Downtown area of the City, the proposed Chesapeake ethanol plant, and <br />the use of the public funds for specific economic development projects in the Victory <br />Boulevard corridor. <br /> <br />The purpose of the meeting is to permit confidential discussion of real property <br />acquisition strategy and terms, the proposed Chesapeake ethanol plant, and the use of <br />public funds for economic development projects. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. D. Smith, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
