<br />June 12. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 12, 2007, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />07 - 258 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held at Churchland <br />High School, 4301 Cedar Lane, 5:00 p.m., Tuesday, June 12, 2007 for the purpose of a <br />Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 259 - The following items were discussed in Public Work Session: <br /> <br />1. Downtown Master Utility Plan - Jim Spacek <br /> <br />2. Summer Galaxy Program - Mike Morris <br /> <br />07 - 259 - Motion by Ms. Randall, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss or consider economic development matters involving what is commonly known <br />as the Holiday Inn/Harbor Court Parking Garage site, legal matters, and also <br />appointments to boards and commission, pursuant to the following legal authorities: <br /> <br />subsection 1, consideration of candidates for appointment; <br /> <br />subsection 3, the disposition of publicly held property; <br /> <br />subsection 5, a new prospective business which has not been previously <br />announced; <br /> <br />subsection 6, investing public funds where competition or bargaining IS <br />involved; and <br /> <br />subsection 7, consultation with legal counsel. <br /> <br />The subjects of the meeting are appointments to boards and commissions, a new <br />economic development project, and legal discussion of the proposed Chesapeake <br />ethanol refinery. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy, and of candidates for possible appointment. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
