June 11. 2007 At a Called Meeting of the City Council on Monday, June 11, 2007, there were present: *Mayor James W. Holley III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., Elizabeth M. Psimas, Douglas L. Smith, Ray A. Smith, Sr., City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 07 - 252 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, June 11, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 253 - Motion by Mr. Moody, and seconded by Mr. D. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider economic development matters involving what is commonly known as the Holiday Inn/Harbor Court Parking Garage site, and also appointments to boards and commissions, pursuant the following legal authorities subsection 3, the disposition of publicly held property; subsection 5, a new prospective business which has not been previously announced; subsection 6, investing public funds where competition or bargaining is involved; and subsection 1, consideration of candidates for appointment. The subjects of the meeting are a new economic development project and appointments to boards and commissions. The purpose of the meeting is to permit confidential discussion of negotiating strategy, and of candidates for possible appointment. The motion was adopted by unanimous vote. Motion by Mr. R. Smith, and seconded by Mr. D. Smith, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion, meeting adjourned.
