<br />At a Regular Meeting of the City Council on Tuesday, May 22, 2007 there were
<br />present:
<br />
<br />Mayor James W. Holley III, *Vice Mayor Marlene W. Randall, *William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A Smith, Sr., Douglas L Smith, City
<br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Ray A Smith, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. R Smith, to approve the minutes of
<br />a Called Meeting on May 7,2007, a Called Meeting on May 8,2007, a Regular Meeting
<br />of May 8, 2007, and a Called Meeting on May 15, 2007, and was adopted by the
<br />following vote:

<br />Joint public hearing with the Redevelopment and Housing Authority
<br />to consider proposed amendment Number 39 to the Crawford
<br />Conservation and Redevelopment Plan and proposed amendment
<br />Number 1 to the Centre Avenue/Oak Street Redevelopment Plan
<br />and to consider the 2008 Action Plan, required Amendments to the
<br />2005-2009 Consolidated Plan.

<br />1. Raeford Eure, 901 Portcentre Parkway, spoke in support of this item.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following
<br />resoluton, and was adopted by the following vote:
<br />
<br />"RESOLUTION GRANTING A USE PERMIT (UP-07-01) TO PAUL G.W. KIM, TO
<br />OPERATE A STORAGE FACILITY AT 3960 TURNPIKE ROAD.
<br />
<br />WHEREAS, Paul G. W. Kim has made application pursuant to Section 40-43.1
<br />of the Code of the City of Portsmouth, Virginia (2006) for the granting of a use permit
<br />(UP-07 -01) to operate a storage facility at 3960 Turnpike Road, Portsmouth, Virginia;
<br />and
<br />
<br />WHEREAS, the applicant and the Planning Director have done all things
<br />required to be done in connection with said application; and
