<br />the property for the purpose of inspection, pursuant to Virginia Code S25.1-203 and
<br />other applicable laws.

<br />authorized, as per Portsmouth City Charter SS2.06, 2.07, and 2.08 and Virginia Code,
<br />Titles 15.2 and 25.1, plus all other applicable law and authorization, without further
