October 27, 1992 <br /> <br /> At a called meeting of the City Council held on October <br />27, 1992, there were present: <br /> <br />Mayo~ Glo,ia O; ~Webb, Vic~ Mayor Lee E. King, J~hnny~"M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James <br />C. Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br />92-355 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held on Tuesday, October 27, 1992 at 5:00 p.m. in the City <br />Council Chamberr 6th floor of City Hall, 801 Crawford Street, <br />for the purpose of a joint meeting with the Municipal Finance <br />Commission and a public work session. <br /> <br /> In addition you may consider a motion to go into an <br />executive session. <br /> <br />By order of the Mayor". <br /> <br /> The following members of the Municipal Finance Commission <br />were present for a joint meeting with City Council: <br /> <br />R. Scott Morgan, Chairman, Willard A. Stanback, <br />Christopher Doyle, Kevin L. Joseph, Burton K. Laskin, <br />Richard Fuller. <br /> <br /> Chairman Morgan, presented the Commission's recommendation <br />to the City Council on the CIP. <br /> <br /> Council requested the City Manager furnish information on <br />the remaining debt service, CIP projects remaining, and the <br />unspent balance from previous CIPs~ <br /> <br /> Motion of Mr. Epperson and seconded by Mr. King, to go <br />into an Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Consideration of appointments to Boards and <br />Commissions by the City Council as permitted under Subsection <br />(A) (1); <br /> <br /> (2) Discussion or consideration of the use of publicly <br />held real property in the Downtown, Southern, Churchland and <br />Central portions of the City as permitted under Subsection (A) <br />(3); <br /> <br /> (3) Discussion or consideration of a personnel matter <br />regarding the Police Department as permitted under Subsection <br />(A) (1). <br /> <br />Motion adopted by unanimous vote. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Pitts, <br />pursuant to Section 2.1-344.1 of the Code of Virginia <br />certifying that to the best of the Council Member's knowledge <br />during the immediately preceding Executive Session of the City <br />Council: <br /> <br />Only public business matters lawfully exempt from <br />open meeting requirements by the Virginia Freedom of <br />Information Act~ and <br /> <br /> <br />
