' -~-~ '~ <br /> <br /> "On October 13, 1992, I presented the p~oposed 1992-97 <br />Capital Improvement Plan and recommended it to you for adoption. <br />Since that t~e, you have h~d a work sesm~i-o~ to~give you an <br />opportunity,to discuss t~e proposal in detail, and you have held a <br />joint pubtic}hear~ing with t~e Planning Commission. You have <br />received a'recommendation from the Municipal Finance Commission <br />and will a~s~o receive a recmmmendation from the Planning <br />Commission prior to your meeting. <br /> <br /> I believe that the proposed plan represents a balance among <br />the competing needs for capital improvements in our City. While <br />not accomp~lishing all that we might desire,, it'does achieve <br />considerable progress across a broad range~of activities, and does <br />so within our financial capabilities. It recognizes %he <br />importance of our neighborhoods and gives the City Council an <br />opportunity to make an impact on a City-wide basis. I recommend <br />that you adopt a resolution approving the five year Capital <br />Improvement Plan as presente~d.~ ~ <br /> <br /> In addition, on November 10, 1992, you ~ill hold a public <br />hearing on a resolution for the issuance of $10 million in General <br />Obligation Bonds which provides the necessary~'funding for projects <br />contained in the CIP. I recommend that you adoDt a resolution <br />authorizin~ the issuance of these bonds. <br /> <br /> If you require additional information, I will be happy to <br />provide it to you." <br /> <br /> Karen S, Jordan, 9 Harrower Court, spoke in support of the <br />of the CIP agd asked that a new I. C. Norcom High School be built <br />on the current Harry Hunt Jr. High School site. <br /> <br /> A motion was made by Mr. Griffin, and seconded by Mr. King, <br />to adopt ths proposed resolution. <br /> <br /> Substitute motion of Mr. Hawks to amend the motion so as to <br />allow a separate vote on the new'I. C. Noreom.~High School and <br />on the renovation of Frank D. Lawrence Stadium, f~ailed' for lack of <br />a second. ~ <br /> <br /> .Substitute motion of Mr. -Clemons and~seconded by Mr. King, to <br />adopt~the~ following resolut'ion con~taining the condition that a new <br />I. ~C.
