Carlson for an adult care facility ~t 11'8 Chowan Drive, approved at the Regula~Mee~ing of October 27, 1992. "A R.ESOLUTION GRANTING A USE PERMIT TO KATHLEEN F. CARLSON TO OPERATE AN ADU~ DAY CARE SERVICES FACILITY. AT 118 CHOWAN DRIVE. WHEREAS, Kathleen F; Carlson has made.application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia, 1988, for ~ranting of a use.permit to operate.an-adult day care services f~dility at 118 Chowan Drive, Pdrt~mouth, Virginia; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said appiicatiOn; and WHEREAS, the Planning Commission has recommended of said ase permit, with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council~ of Portsmouth ~ Virginia: the granting the City of 1. That the use for which the use permit hereinafter described is sought: (a) Will not adversely affedt the health and safety of persons residing or working~in the neighborhood.of the proposed use; (b) Will not be detrimental to the public use or injurious to the p~p~rty or improvements in the neighborhood; (c) Will be provided with sufficient landscaping to insure compatibility with surrounding uses; (~)Will be a project that will be deuetoped~according to a pla~ ~6r parking, driveways, ahd curb cuts which.;witl provide for safe and cdnvenient traffic movement; and (e) Will be in accordance with the purposes of the City of P~%smouth Zo~ning Ordinance. 2. That Kathleen F. Carlson is hereby granted.a use permit pursuant to S~ction 40-43.1 of the Code of the City of Portsmouth, Virginia~ 1988, to operate an'adul.t day Care~service facility at 118 Chowan Drive, said prop~erty being m~re particularly described as follows:
