Smith - City Manager's Report - 07 - 195 - Adoption of the following ordinances recommending the proposed Operating Budget for the Fiscal Year beginning July 1, 2007 and ending June 30, 2008. Vision Principles: Bold New Directions, World Class Maritime Center, Thriving Neighborhoods and a Sense of Community, A Robust and Prospering Economy, Lifelong Learning Community, and Pride of Past Promise of Future. a) Adoption of an ordinance to amend and re-enact Ordinance No. 2006-27 imposing and levying taxes for each fiscal year beginning July 15t and ending June 30th, on real estate at a rate of $1.26 per $100 of assessed valuation, tangible personal property, privately-owned pleasure boats at a rate of $.50 per $100 of assessed valuation, privately-owned camping trailers and motor homes, and machinery and tools within the City of Portsmouth, Virginia, for the purpose of raising revenue for the support of governmental operations and the public free schools, and to pay principal and interest on the public debt. b) Adoption of an ordinance to appropriate $555,151,399 for the operation of city government during the Fiscal Year beginning July 1, 2007. c) Adoption of an ordinance adopting the FY 2007-2008 Classification and Pay Plan for employees of the City of Portsmouth, Virginia. d) Adoption of an ordinance to amend Chapter 16 of the Code of the City of Portsmouth, Virginia (2006) by amending Sections 16-64 and 16-66 pertaining to rates for collection and disposal of trash and refuse. e) Adoption of an ordinance to amend Chapter 31.1 of the Code of the City of Portsmouth, Virginia (2006), by amending Section 31.1-51 (a) thereof pertaining to Stormwater Utility Fees. f) Adoption of an ordinance to amend Chapter 38 of the Code of the City of Portsmouth, Virginia (2006), by amending Sections 38-83 and 38-117 thereof pertaining to rates for Water and Sewage Disposal Service. g) Adoption of an ordinance to amend Chapter 25 and Appendix A of the Code of the City of Portsmouth, Virginia (2006) by amending Section 25-148 (b) and Appendix A thereof pertaining to Golf Fees.
