<br />April 24. 2007 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 24, 2007 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Ray A. Smith, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on April 9, 2007, of a Called Meeting on April 10, 2007, of a Regular <br />Meeting of April 1 0,2007, and of a Special Meeting on April 17, 2007, and was adopted <br />by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 194 <br /> <br />- Public Hearing - <br /> <br />Public hearing on four proposed ordinances to amend and increase the <br />FY 2006-2007 Operating Budget and Capital Improvement Program (CIP) <br />through supplemental appropriation: <br /> <br />(1) An ordinance appropriating $8,118,123 in the FY 2006-2007 <br />General Fund Operating Budget for various additional operating <br />expenditures, including operating transfers to the Social Services and <br />Comprehensive Services Funds, with funding to be provided from <br />additional revenue collections, <br /> <br />(2) An ordinance appropriating $1,809,406 in the FY 2006-2007 Social <br />Services Fund Operating Budget for eligibility and service administration <br />and other program expenditures with funding to be provided by a "local <br />match" operating transfer from the General Fund, <br /> <br />(3) An ordinance appropriating $996,610 in the FY 2006-2007 <br />Comprehensive Services Fund Operating Budget for therapeutic foster <br />care, special education, Medicaid, and other prevention program <br />expenditures with funding to be provided by a "local match" operating <br />transfer from the General Fund, and <br /> <br />(4) An ordinance appropriating $455,000 in the FY 2006-2007 Capital <br />Projects Fund Budget within the CIP for additional First College <br />educational capital project expenditures with funding to be provided by <br />interest earnings on educational bond sale proceed investments. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, asked if Council would explain where <br />the sources of the additional revenue collections were generated to appropriate the <br />$8.1 million. <br /> <br />- Unfinished Business - <br /> <br />07 - 165 - Housing permit: <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution approved on first reading at the April 10, 2007 meeting, and was adopted by <br />the following vote: <br />
