<br />April 24. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 24, 2007, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />07 - 190 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, April 24, 2007 for the purpose of a <br />Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 191 - The following items were discussed in Public Work Session: <br /> <br />1. Hampton Roads Transportation Authority - John Rowe <br /> <br />2. TCC Agreement - John Rowe I Steven Lynch <br /> <br />3. Courthouse - John Rowe <br /> <br />4. FY 2007-2008 Budget - Lance Wolff <br /> <br />5. Review of Executive Briefs pertaining to Museums - Dr. Lydia Patton <br /> <br />07 - 192 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />consult with legal counsel about specific legal matters requiring legal advice, as <br />authorized by paragraph 7. <br /> <br />The subject matter shall be legal matters involving environmental issues. <br /> <br />The purpose shall be to permit discussion of negotiating strategy and possible <br />litigation strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br />
