April 24. 2007 At a Called Meeting of the City Council on Tuesday, April 24, 2007, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 07 - 190 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, April 24, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 191 - The following items were discussed in Public Work Session: 1. Hampton Roads Transportation Authority - John Rowe 2. TCC Agreement - John Rowe I Steven Lynch 3. Courthouse - John Rowe 4. FY 2007-2008 Budget - Lance Wolff 5. Review of Executive Briefs pertaining to Museums - Dr. Lydia Patton 07 - 192 - Motion by Ms. Psimas, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to consult with legal counsel about specific legal matters requiring legal advice, as authorized by paragraph 7. The subject matter shall be legal matters involving environmental issues. The purpose shall be to permit discussion of negotiating strategy and possible litigation strategy. The motion was adopted by unanimous vote. Motion by Mr. D. Smith, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion, meeting adjourned.
