With your approval of this the balance in the Capital Improvements Fund will be $13,561,639." item, On motion of Mr. Clemons and seconded by Mr. Griffin, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE TO APPROPRIATE $98,400.00 FROM THE C~PITAL IMPROVEMENTS FUND FOR ACTIVITIES ~ELATED~TO ASBESTOS REMOVAL AT THE CHILDREN'S MUSEUM BUILDING, THE JUVENILE AND DOMESTIC RELATIONS DISTRICT COURT BUILDING, BUILDINGS AT BIDE-A-WEE GOLF COURSE, AND THE SYER ROAD BUILDING (OLD' SI~AUGHTER ~OU'SE)." ~ Ayes: Clemons, Epperson, Griffin, King, Pitts Nays: None 92-423 - Letter from adoption of a resolution Management Team. the City Manager recommending to establish the Community Policy and "The 1992 Virginia General As~Sembly passed historic legislation entitled the "Comprehensive Services Act for At-Risk Youth and Families." The Act dramatically changes the services delivery system for troubled youth, at-risk children, and their families by pooling separate funding streams into a single allocation to each community to be used to provide whatever services are appropriate for each child. This approach is designed to remove barriers to serving children in the community and to encourage individualized service planning for children and their families. At the local level, the Act will ~e administered by a Community Policy and Management Team. The Team will establish local policies, procedures, and services in accordance with~ State regulations land will also, recommend the disbursement of the pooled funds. The resolution prepared by the City Attorney contains provisions that require the available funds to be allocated for State and Federal mandated programs first. Only after these mandates are satisfiedf shall funds be available for additional services that are not within the mandated categories. In order to comply with the Act, by January 1, 1993, localities are required to establish the community Policy and Management Team. ~ The Team must include, at a minimum, the agency heads or their designees from the Community Services Board, Juvenile court services unit~ Departments of Health and Social Services, local school division, a parent representative, and a representative of private service providers. Also required are the designation of the jurisdictional boundaries, and legal and fiscal services. The Portsmouth Interagency Network (PIN) has recommended that the community Policy and Management Team be appointed from the PIN members. Attached is a copy of the completed certification document containing the recommended appointments. I, therefore, recommend that you adopt a resolution establishing the Community Policy and Management Team and appoint the members as indicated."
