The Act dramatically changes the <br />services delivery system for troubled youth, at-risk children, <br />and their families by pooling separate funding streams into a <br />single allocation to each community to be used to provide <br />whatever services are appropriate for each child. This <br />approach is designed to remove barriers to serving children in <br />the community and to encourage individualized service planning <br />for children and their families. <br /> <br /> At the local level, the Act will ~e administered by a <br />Community Policy and Management Team. The Team will establish <br />local policies, procedures, and services in accordance with~ <br />State regulations land will also, recommend the disbursement of <br />the pooled funds. The resolution prepared by the City Attorney <br />contains provisions that require the available funds to be <br />allocated for State and Federal mandated programs first. Only <br />after these mandates are satisfiedf shall funds be available <br />for additional services that are not within the mandated <br />categories. <br /> <br /> In order to comply with the Act, by January 1, 1993, <br />localities are required to establish the community Policy and <br />Management Team. ~ The Team must include, at a minimum, the <br />agency heads or their designees from the Community Services <br />Board, Juvenile court services unit~ Departments of Health and <br />Social Services, local school division, a parent <br />representative, and a representative of private service <br />providers. Also required are the designation of the <br />jurisdictional boundaries, and legal and fiscal services. <br /> <br /> The Portsmouth Interagency Network (PIN) has recommended <br />that the community Policy and Management Team be appointed from <br />the PIN members. Attached is a copy of the completed <br />certification document containing the recommended appointments. <br /> <br /> I, therefore, recommend that you adopt a resolution <br />establishing the Community Policy and Management Team and <br />appoint the members as indicated." <br /> <br /> <br />
