December 8, 1992 <br /> <br /> "As you are aware, members of the Fire and Police <br />Retirement System, and the Portsmouth Supplemental Retirement <br />System will vote on December 2nd, 3rd and 4th 1992 to either <br />accept or reject the Virginia Retirement System's [VRS) group <br />lffe insurance plan~ A favorable vote is actually a petition <br />to the City Council to adopt a resolution requesting the VRS <br />Board of Trustees to accept City of Portsmouth employees not <br />now covered~by. VRS, in the life insurance plan. <br /> <br /> In the event 75% of the eligible employees vote "yes", <br />which will be confirmed by the City's Registrar on December 4, <br />1992, I have attached such a resolution for your consideration. <br />In additioh,~since the VRS Board~of Trustees will meet on <br />December 16, 1992, I will send a letter to them requesting this <br />issue be placed on the agenda for consideration of a January it <br />1993 plan approval da~e. <br /> <br /> I therefore recommend your adoption of a resolution <br />requesting that the VRS Board of Trustees accept elig~ible City <br />of Portsmouth employees in the Group Life Insurance Plan should <br />that be the outcome of the employees' vote." <br /> <br /> On motion of Mr. Clemons and ~secon'ded by Mr. Epperson, <br />the following resolution was adopted and by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THE VIRGINIA RETIREMENT SYSTEM'S <br /> (VRS) BOARD OF TRUSTEES TO ACCEPT EMPLOYEES OF THE CITY OF <br /> PORTSMOUTH, NOT NOW COVERED BY VRS IN THE VRS LIFE <br /> INSURANCE.PLAN. <br /> <br /> WHEREAS,~t~e City Council of the City of Portsmouth, <br />Virginia, desires to provide the officers and employees of the <br />City of Portsmouth; a political subdivision Of' therCommonwealth <br />of Virginia with the opportunity to participate in the VRS <br />Group Life'Insurance'Plan; and <br /> <br /> WHEREAS, those officers and employees who are regularly <br />employed fuli-time~on a salary basis and members of the <br />Portsmouth Fire and Police Retirement System and the Portsmouth <br />Supplemental Retirement System voted on December 2-4, 1992, to <br />either accept or reject the %fRS Group Life Insurance Plan; and <br /> <br /> WHEREAS, at least 75% of those eligible officers and <br />employees voted in the affirmative to accept the VRS Group <br />Insurance Plan which vote was confirmed by the City's <br />Registrar. <br /> <br />Life <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of <br /> Portsmouth, Virginia, a political subdivision of the <br /> Commonwealth Of Virginia, acting by and through the Portsmouth <br /> City Council does hereby elect to have those of its employees <br /> and officers who are regularly employed full time on a salary <br /> b~sis and whose tenure is not restricted as to temporary or <br /> provisional appointment, to become eIigible to participate in <br /> the Group Life Insurance Program, effective January 1,. 1993, as <br />..set out in Section 51.1-500 through Section 51.1-514 of the <br /> Code of Virginia, as such Code has been or may be amended from <br /> time to time; and the City agrees to pay the required employer <br /> cost for its eligible officers and employees and, further, to <br /> deduct from the officers' or employees' wages and to pay over <br /> in the manner prescribed the officers' or employees' portion to <br /> the extent that such officers' or employees' portion is not <br /> paid by the City and that V. Wayne Orton, City Manager of the <br /> City of Portsmouth, and Sheila P. Pittman, Clerk of the City of <br /> Portsmouth, are hereby authorized and directed in the name of <br /> the City Council to execute any required contract in order that <br /> <br /> <br />
