<br />March 13. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 13, 2007, there were <br />present: <br /> <br />Mayor James W. Holley, III, Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. <br />Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />07 - 111 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 13, 2007 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 112 - The following items were discussed in Public Work Session: <br /> <br />1. FY 2007-2008 Budget Discussion - Lance Wolff <br /> <br />2. Thriving Neighborhoods Update - Dr. Lydia Patton <br />Ten-Year Homeless Plan <br />Street Sweeping Update <br />Community Development Programs Update <br />Work Release Program <br />Willett Hall Study <br /> <br />3. Development Update - John Rowe <br />Tidewater Community College Agreement Update <br />- Victory Village - Steven Lynch <br />Hope VI Briefing - Kathy Warren <br />Urban Design Committee <br />Mediation Airline Boulevard <br />Commercial Residential Parking <br /> <br />4. Review of City Manager's Report Items <br /> <br />07 - 113 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss or consider economic development and community quality matters pursuant to <br />the following legal authorities: <br /> <br />subsection 3, the acquisition or sale of realty for a public purpose, or the <br />disposition of publicly held property; and <br /> <br />subsection 5, a new prospective business which has not been previously <br />announced. <br /> <br />The subject matter of the meeting is development of a publicly held site in the <br />midtown area, and also a new economic development project. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
