' ~ AYES: Clemons, Epperson, Griffin~ Hawks, K-ing,-Pft~s; ~Webb ' ' NAYS: None . - 93-36 - Letter <from the city Manager recommending adopt~o~ of a resolution to consider the Proposed Amendment No. 23 ~to ~he Conservation and Redevelopment Plan for the Crawford Urban "At your t~a~~ meeting, you held a pub~ic ~he-a~in~g.with the Commissioners of the Portsmouth Redevelopmen% and Housing~ Authority to consider proposed Amendment No. ~23 to ~h~ Conservation and Redevelopment Plan for the Crawford Urban Renewal Project~ This amendment '~des~ignates ~for a:cq~uisition by the Authority, 31 properties .in'~he area~o'f L~ondon Boulevard, Jamestown Avenue, High~ Street and Peninsula Aven~e which currently generate ~.less ~than $18,000'~ih ~an~uai real estate taxes. These p~op~er<ties are inc~uded~i~he.s-ite~ident.ified.as the potential location of the proposed I~ ~C. Norcom ~H~gh School This activity will result in the relocation of~ approximately 1.9 tenants, 6 homeowners and 5 businesses. In accordance with Title 36 of the Code of Virginia, Section 49, the Authority is empowered to acquire and resale properties within a redevelopment p~oject for public re-use. I, thereby, recommend your approval of this amendment which will enabt'e ~the.Ci'ty to proceed with ~the plans to d~velop the new high school on this site." Motion of Mr. King and seconded by Mr. Epperson, the following resolutiOn was adopted and by ~the following vote: "A RESOLUTION APPROVING AMENDMENT NO. 23 TO THE CRAWFORD CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN RENEWAL PROJECT. WHEREAS, this Council by resolution adopted August 1, 1967, approved a Conservation and Redevelopment Plan for the Crawford Urban Renewal Project, Portsmouth, Virginia (Plan); and WHEREAS, there has been presented to this body for consideration~and approval, a copy of an amended Plan for the project area, which Plan consists of 1~8 pages and 4 exhibits (Amendment No. 23)~;~ and · WHEREAS, Amendment No. 23 proposes to designate additional properties as "To Be Acquired;" and WHEREAS,~%his Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act Of 1974,' as amended, includihg those prohibiting discrimination Uecause of race, age, color, religion, familial status, handicap, sex or national or~g~n, ahd WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said ~Amendment be approved. ~ NOW, THEREFORE, BE IT RESOLVED by.the Council of the City of Portsmouth, Virginia:
