' ~ <br /> <br />AYES: Clemons, Epperson, Griffin~ Hawks, K-ing,-Pft~s; ~Webb ' ' <br />NAYS: None . - <br /> <br />93-36 - Letter <from the city Manager recommending adopt~o~ of a <br />resolution to consider the Proposed Amendment No. 23 ~to ~he <br />Conservation and Redevelopment Plan for the Crawford Urban <br /> <br /> "At your t~a~~ meeting, you held a pub~ic ~he-a~in~g.with the <br />Commissioners of the Portsmouth Redevelopmen% and Housing~ <br />Authority to consider proposed Amendment No. ~23 to ~h~ <br />Conservation and Redevelopment Plan for the Crawford Urban <br />Renewal Project~ This amendment '~des~ignates ~for a:cq~uisition by <br />the Authority, 31 properties .in'~he area~o'f L~ondon Boulevard, <br />Jamestown Avenue, High~ Street and Peninsula Aven~e which <br />currently generate ~.less ~than $18,000'~ih ~an~uai real estate <br />taxes. These p~op~er<ties are inc~uded~i~he.s-ite~ident.ified.as <br />the potential location of the proposed I~ ~C. Norcom ~H~gh School <br /> <br /> This activity will result in the relocation of~ <br />approximately 1.9 tenants, 6 homeowners and 5 businesses. In <br />accordance with Title 36 of the Code of Virginia, Section 49, <br />the Authority is empowered to acquire and resale properties <br />within a redevelopment p~oject for public re-use. <br /> <br /> I, thereby, recommend your approval of this amendment <br />which will enabt'e ~the.Ci'ty to proceed with ~the plans to d~velop <br />the new high school on this site." <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following resolutiOn was adopted and by ~the following vote: <br /> <br /> "A RESOLUTION APPROVING AMENDMENT NO. 23 TO THE CRAWFORD <br />CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN <br />RENEWAL PROJECT. <br /> <br /> WHEREAS, this Council by resolution adopted August 1, <br />1967, approved a Conservation and Redevelopment Plan for the <br />Crawford Urban Renewal Project, Portsmouth, Virginia (Plan); and <br /> <br /> WHEREAS, there has been presented to this body for <br />consideration~and approval, a copy of an amended Plan for the <br />project area, which Plan consists of 1~8 pages and 4 exhibits <br />(Amendment No. 23)~;~ and · <br /> <br /> WHEREAS, Amendment No. 23 proposes to designate additional <br />properties as "To Be Acquired;" and <br /> <br /> WHEREAS,~%his Council is cognizant of the conditions that <br />are imposed by the provisions of the Housing and Community <br />Development Act Of 1974,' as amended, includihg those prohibiting <br />discrimination Uecause of race, age, color, religion, familial <br />status, handicap, sex or national or~g~n, ahd <br /> <br /> WHEREAS, in the judgment of this Council, it is in the <br />interest of the City and its inhabitants that the said ~Amendment <br />be approved. ~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by.the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> <br />
