The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $750 FROM WAL-MART <br />STORES, INC., AND APPROPRIATING SAID AMOUNT IN THE FY 2006-2007 <br />GRANTS FUND BUDGET FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT <br />FOR REPLACEMENT OF AED DEFIBRILLATOR PADS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 97 - Adoption of a resolution concerning the location of a new Circuit Court <br />Courthouse for the City of Portsmouth. Vision Principles: Bold New Directions, Thriving <br />Neighborhoods and a Sense of Community, A Robust and Prospering Economy, and <br />Pride of Past Promise of Future. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br />Background: <br />. The current Portsmouth Civic Center, which comprises the Circuit Court, General <br />District Court, Juvenile and Domestic Relations Court, City Jail, Circuit Court Clerk's <br />Office, and a portion of the Police Department, was built in 1969. <br />. The Circuit Court courthouse is badly deteriorated and is no longer adequate to <br />serve the needs of the public and the court system safely and efficiently. <br />. City Council approved and ratified a new Circuit Court courthouse in its Capital <br />Improvement Plan and Capital Budget for Fiscal Year 2006-2007, on April 25,2006. <br /> <br />Discussion: <br />. The City conducted a professional, competitive selection process and selected <br />Moseley Architects to do a needs assessment, conceptual design, and preliminary cost <br />analysis of the project, to be followed by actual design of the facility and the <br />development of the construction documents. (This has already commenced). <br />. The most appropriate location for this new courthouse, in order to be convenient <br />to the public and conducive to efficient operation and coordination with other <br />components of the judicial system, has been identified at the northwest corner of the <br />intersection of Crawford Street and Crawford Street North, commonly referred to as the <br />"Desk Inc. site". <br /> <br />Financial Impact: <br />. This development will increase the potential for taxable development of other <br />properties throughout the downtown area, and ultimately make possible the private, <br />taxable development of the property currently occupied by the Civic Center. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. City Manager will move quickly to take all steps needed to proceed with the <br />development of architectural and engineering designs and plans for the new <br />courthouse. <br />. City Manager and staff will develop a master plan for future relocation of <br />remaining courts and judicial operations. <br />. City Manager will, from time to time, make progress reports to City Council on the <br />project. <br />
