February 27.2007 At a Called Meeting of the City Council on Tuesday, February 27, 2007, there were present: Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James W. Oliver, City Attorney G. Timothy Oksman. 07 - 92 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 27, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 93 - The following items were discussed in Public Work Session: 1. Boat Tax - Dr. James Cook 2. FY 2007-2008 Budget Discussion - Lance Wolff 3. FOCUS Historic Districts - Landon Wellford 07 - 94 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider economic development matters being pursued by the City's Department of Economic Development, an unannounced prospective business, and appointments to boards and commissions, pursuant to the following legal authorities: subsection 3, the acquisition or sale of realty for a public purpose, or the disposition of publicly held property; subsection 5, a new prospective business which has not been previously announced; and subsection 1, discussion of candidates for appointment. The subject matter of the meeting is economic development projects in the downtown and midtown areas of the City, an unannounced business in the southwest portion of the City, and appointments to boards and commissions. The purpose of the meeting is to permit confidential discussion of negotiating strategy, and of candidates for possible appointment. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None Motion by Mr. Moody, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
