February 13. 2007 (d) UP-07-02 CHURCHLAND NEIGHBORHOOD - Request of Stephen R. Romine, Agent for Verizon Wireless to construct a telecommunication facility at 3120 Tyre Neck Road. Vision Principle: A Robust and Prospering Economy. 1. Stephen Romine, 999 Waterside Drive, Norfolk, spoke in support of this item. Motion by Mr. D. Smith, and seconded by Mr. Heretick, to concur with the recommendation of the Planning Commission that UP-07 -02 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None (e) HP-07-01 PRENTIS PARK NEIGHBORHOOD - Request of First Home Properties LLC to construct a duplex at 2106 Elm Avenue. The property is zoned Residential Multifamily RM-60. Vision Principle: Thriving Neighborhoods and a Sense of Community. There were no speakers. Motion by Ms. Psi mas, and seconded by Mr. R. Smith, Holley Nays: None (f) S-07 -01 PARKVIEW NEIGHBORHOOD - Ordinance granting the request of the City of Portsmouth and the Portsmouth Redevelopment and Housing Authority for the closure of a portion of Blair Street between Elm Avenue and Owens Street. Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE CLOSING AND VACATING A PORTION OF BLAIR STREET." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None (g) CA-07 -01 CITY WIDE - The Portsmouth City Council seeks to amend Chapter 40 of the Code of the City of Portsmouth, Virginia, the Zoning Ordinance, to repeal section 40-45.7 "Residential parking districts".
