Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />1. Stephen Romine, 999 Waterside Drive, Norfolk, spoke in support of this item. <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-07 -02 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(e) HP-07-01 <br /> <br />PRENTIS PARK NEIGHBORHOOD - Request of First Home <br />Properties LLC to construct a duplex at 2106 Elm Avenue. The <br />property is zoned Residential Multifamily RM-60. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. R. Smith, to concur with the <br />recommendation of the Planning Commission that HP-07 -01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(f) S-07 -01 <br /> <br />PARKVIEW NEIGHBORHOOD - Ordinance granting the request of <br />the City of Portsmouth and the Portsmouth Redevelopment and <br />Housing Authority for the closure of a portion of Blair Street <br />between Elm Avenue and Owens Street. Vision Principle: Lifelong <br />Learning Community. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF BLAIR STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(g) CA-07 -01 <br /> <br />CITY WIDE - The Portsmouth City Council seeks to amend Chapter <br />40 of the Code of the City of Portsmouth, Virginia, the Zoning <br />Ordinance, to repeal section 40-45.7 "Residential parking districts". <br />Vision Principle: A Robust and Prospering Economy. <br /> <br />1. Glenna Cornett, 201 Thelmar Lane, spoke in opposition of this item. <br /> <br />2. Frederick Moody, 572 Portsmouth Boulevard, spoke in support of this item. <br /> <br />3. A. C.
