February 13. 2007 At a Regular Meeting of the City Council on Tuesday, February 13, 2007 there were present: Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, Deputy City Manager Lydia Patton, City Attorney G. Timothy Oksman. Council Stephen E. Heretick opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to approve the minutes of a Called Meeting on January 22, 2007, of a Called Meeting of January 23, 2007, of a Regular Meeting on January 23,2007 and of a Called Meeting of January 30,2007, and were adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None 07 - 70 - Presentations: . Proclamation presented to the I. C. Norcom High School Marching Band for winning the National High School High-Stepping Marching Band Competition and being named 2006's Grand National Champions. . Presentation of special lapel pins to newly appointed Board and Commission members. . Mayor James W. Holley III recognized the Vann Lefcoe Leadership Class. - Public Hearing - 07 - 71 - Public hearing on use permit, rezoning, housing permit, street closure and code amendment applications: (a) UP-07-01 KINGMAN HEIGHTS - Request of Paul G.W. Kim to operate a self- storage operation at 3960 Turnpike Road. The property is zoned Commercial C-2 and encompasses 1.19 acres. Vision Principle: A Robust and Prospering Economy. Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of UP-07 -01 to the April 10, 2007 Council meeting, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None (b) Z-07-01 PORTSMOUTH ACRES - Request of Churchland Land Company, LLC to rezone 3715 Airline Boulevard from Residential Single family RS-150 to Residential Multifamily RM-60K (Conditional) to construct townhouses.
