<br />February 13. 2007 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 13, 2007 there <br />were present: <br /> <br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, Deputy <br />City Manager Lydia Patton, City Attorney G. Timothy Oksman. <br /> <br />Council Stephen E. Heretick opened the meeting with prayer which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to approve the minutes <br />of a Called Meeting on January 22, 2007, of a Called Meeting of January 23, 2007, of a <br />Regular Meeting on January 23,2007 and of a Called Meeting of January 30,2007, and <br />were adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 70 - Presentations: <br /> <br />. Proclamation presented to the I. C. Norcom High School Marching Band for winning <br />the National High School High-Stepping Marching Band Competition and being <br />named 2006's Grand National Champions. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />. Mayor James W. Holley III recognized the Vann Lefcoe Leadership Class. <br /> <br />- Public Hearing - <br /> <br />07 - 71 - Public hearing on use permit, rezoning, housing permit, street closure and <br />code amendment applications: <br /> <br />(a) UP-07-01 <br /> <br />KINGMAN HEIGHTS - Request of Paul G.W. Kim to operate a self- <br />storage operation at 3960 Turnpike Road. The property is zoned <br />Commercial C-2 and encompasses 1.19 acres. Vision Principle: A <br />Robust and Prospering Economy. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of <br />UP-07 -01 to the April 10, 2007 Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(b) Z-07-01 <br /> <br />PORTSMOUTH ACRES - Request of Churchland Land Company, <br />LLC to rezone 3715 Airline Boulevard from Residential Single <br />family RS-150 to Residential Multifamily RM-60K (Conditional) to <br />construct townhouses. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />1. Robert Barclay, 200 High Street, spoke in support of this item. <br /> <br />2. John Wright, 4021 Seaboard Court, spoke in support of this item. <br />
