<br />February 13. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 13, 2007, there <br />were present: <br /> <br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, Deputy <br />City Manager Lydia Patton, Senior Deputy City Attorney George W. Willson. <br /> <br />07 - 67 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 13, 2007 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 68 - Motion by Mr. R. Smith, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to <br />discuss: <br /> <br />the possible acquisition of real property for a public purpose and also the <br />possible sale of publicly owned real estate. <br /> <br />The subject matter of the meeting is the selection of a site for the new Circuit <br />Court courthouse and a possible real estate development in the southwest portion of <br />the City. <br /> <br />The purpose of the meeting is to permit discussion of strategy and negotiating <br />position. <br /> <br />The motion was adopted by unanimous vote: <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />07 - 69 - The following items were discussed in Public Work Session: <br /> <br />1. Elizabeth River Project - Marjorie Mayfield <br /> <br />2. Thriving Neighborhoods - Dr. Lydia Patton <br /> <br />07 - 68 - Motion by Mr. R. Smith, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />appointments to boards and commissions, as per subsection 1. <br />
