February 23,1993 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />February 23, 1993, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, Bernard D. Griffin, Sr., James C. Hawks, Cameron C. <br />Pitts, V. Wayne Orton, City MaDager, Stuart E. Katz, City <br />Attorney.* <br /> <br /> Rev. Thornton M~. Frye, pastor, Biltmore Baptist Church, <br />opened the meeting with prayer followed by the Pledge of <br />Allegiance. to the Flag. <br /> <br /> Mayor Webb welcomed all in attendance. <br /> <br /> 93-74 - Motion of Mr. King and seconded by Mr. Clemons, <br />the minutes of a Called Meeting of February 8, 1993; the Public <br />Hearing of February 8, 1993; the minutes of a Called Meeting of <br />February 9, 1993; and the minutes of a Regular Meeting of <br />February 9, 1993, to be approved as received, and was adopted by <br />unanimous vote. <br /> <br />93-76 <br /> <br />Presentation of a special lapel pin to H. William <br />Mann, newly appointed Boards and Commissions <br />member. <br /> <br />93-77 Non-agenda Speakers: <br /> <br /> The following speakers thanked the Council, City Manager, <br />City Attorney, and City staff persons for their assistance with <br />the EPA regarding the Abex Superfund site: <br /> <br />1. Sabrina Vinson, 1439 Green Street. <br />2. Helen Persons, 1314 Green Street. <br />3. Anita Futrell, 1349 Green Street. <br />4. Avis Riddick, 718 Henry Street. <br />5. Charlie E. Riddick, Jr., 718 Henry Street. <br /> <br /> Other speakers: <br /> <br /> 1. Tyrone Hines, 946 Vermont Avenue, spoke on selling <br />concessions inside the Joseph E. Parker Center. <br /> <br /> Councilman Griffin requested information on the cost to <br />bring the center's kitchenette up to concession ability. Mayor <br />Webb requested a definition of a concession. Councilman Hawks <br />inquired if there were other centers selling indoor concessions; <br />if other leagues sell in the Joseph E. Parker Center; and what <br />types of litter or clean-up problems this would involve. <br />Councilman Clemons requested a response in writing to Mr. Hines <br />and also asked that the policy be looked into. <br /> <br /> 2. Deborah Bailey, 500 Confederate Avenue, representing <br />the Mid-town Baseball Association, spoke in support of selling <br />concessions inside the Joseph E. Parker Center. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />92-412 <br /> <br />UP-92-19 CHURCHLAND NEIGHBORHOOD - Use permit <br />application of the Friendship Bible Church for a <br />church at 3032 Tyre Neck Road.
