Jack Tynch, 1000 Naval Avenue, gave a follow up of the Educational Metrics letter <br />that was sent to Council. <br /> <br />2. John Higgins, 151 Florida Avenue, spoke on the importance of the Certified <br />Emergency Response Training (CERT) Program. <br /> <br />3. Kenneth Murphy, 204 King of France Court, Suffolk, gave an overview of the CERT <br />Program and also spoke on the importance of the program in the community. <br /> <br />4. Luther Anderson, 4910 Johnson Avenue, spoke on the importance of the CERT <br />Program and asked that Council provide funding, in the budget, to continue to train <br />citizens. <br /> <br />5. Kathleen Carlson, 1162 Chowan Drive, spoke on the value of the senior citizen <br />population in the city. <br /> <br />6. William Connolly, 475 Water Street, Unit 201, voiced his frustrations with Council not <br />responding to articles published in the newspaper with regards to the Southeastern <br />Public Service Authority (SPSA). <br /> <br />7. Jim Bento, 1 Crawford Court, asked if a presentation could be made to Council once <br />data had been collected among the marinas in Portsmouth regarding the boat tax. <br /> <br />8. Janice Hargrove, 852 Philpotts Road, presented City Manager James Oliver with a <br />letter pertaining to a personnel matter. <br /> <br />9.
