Marcn 8, 19923 At the Public Hearing Meeting of the City Council held on Monday, March 8, 1993, there were present: Mayor ulorla O. ~ebb, Vice M~yor Lee E. King, J~ohnny M. ClemonS, John H, EpperS0n, Bernard D. Griffin, James C; Hawks, Cameron C. Pitts, Roy W. Cherry, Deputy City Manager, Stuart E. Katz, City Attorney. Vice Mayor King opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. 93-88 Public, Hearing on a proposed, amendment to ~the City Code and a rezoning application: a) CA-92-06 - CODE AMENDMENT - ZONING ORDINANCE - Request of William G. Jones, Planning Director, to amend certain sections of Chapter 40 of the Code of the City of portsmouth pertaining to sign regulations re!ating~ to temporary signs, exempted signs, and prohibited signs. Motion of Mr. King and seconded by Mr. Griffin, to concur with the reco_~mlendation of the Planning Commission that CA-92-06 be approved on first reading and by unanimous vote. Motion of Mr. Pitts and seconded by Mr. Clemons to amend the motion by removing Subsection (V) of Section 40-61.1-1 (9,1), failed by a 5-2 (Clemons, Pitts) vote. (b) Z-93-03 - NORTH CHURCHLAND NEIGHBORHOOD - Rezoning application of Long Point Development Corporation for property on the west side of Twin Pines Road between the subdivisions of Windy Pines and Long Point. Eric C. Anderson, 5299 Grenwich Road, vi.rginia Beach, VA representing Long Point Development Corporation, spoke in support of the rezoning application. James H. Flesher, 3916 Flagship Way, representing Long Point Civic League, spoke in support of the rezoning application. On motion of Mr. Epperson and seconded by Mr. King, to concur with the recommendation of the Planning Commission that the rezoning application be approved on first reading and by unanimous vote. On motion meeting was adjourned at 8:i5 p.m. APPROVED
