March 9, -1993 At the Regular Meeting of the City CoUncil held on Tuesday, March 9, 1993, there were present: Mayor Gloria ©. Webb; Vice MayOr Lee E. King, Johnny M. Clemons, John H. Epp~rson, Bernard D. Griffin, James C. Hawks, Cameron C. Pltt, ~; Wayne Orton, City Manager~, Stuart E. Katz, City Attorney. Dana Gaskill, 6th grade student of Shea Terrace Elementary School, opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Webb called the meeting to order and welcomed all in Motion of Mr. ~King and second by Mr% PittS, the m~inute$'of the Called meeting on February 23, 1993; the Regular meeting on February 23, 1993 were iapprored ~and adop~ted by unan~imous vote. 93-94 - Resolutions of appreciation to the General Assembly Delegation acknowledging their cooperation with !the City and their contributions towards an exemplary legislative session. (A) Resolution for Senator L. Louise Lucas Motion of Mr. Eppe~rson and seconded by Mr. Ctemons~ the following resolutioh was adopted and by the following vote: "A RESOLUTION OF APPRECIATION FOR STATE SENATOR L. LOUISE LUCAS, A MEMBER OF THE PORTSMOUTH DELEGATION TO THE VIRGINIA GENERAL ASSEMBLY. ~EREAS, the City of Portsmouth, Virginim recognizes the importance of the legislative actions of the Virginia General Assembly and their impact on the operation of local government; and ~rdEREAS, the City council presented legislative proposals for the 1993 General Assembly session that would assist in the efficient operation of government; and WHEREAS, Senator L. Louise Lucas i~troduced legislation that would provide over twelve administrative changes needed for the City Charter, allow the City to continue operation of its solid waste landfill which will result in saving millions Of dollars to the City over the life of the facility, and ensure that Citations by the State Water Control Board for unlawful discharges are serVed on the proper party;i and WHEREAS, the City recognizes the untiring efforts and dedication to ensure passage of this legislation as ~well as those bills introduced by the other members of the Portsmouth Delegation to the Virginia General AsSembly on its behalfl; and WHEREAS, numerous other bills, resolutions, and ibudg.et amendments were introduced by members Of the General Assembly that affect local government; and ~THEREAS Senator L, Louise Lucas embraced input from the City and provided the support needed to enhance the quality of life for the citizens of this community. NOW, THEREFORE, be it resolved that the Council of the City of~Portsmouth, Virginia hereby extends its sincere appreciation and gratitude to Senator L. Louise Lucas for her leadership during the 1993 session of the'Virginia General Assembly and for a job well done.
