March 9, -1993 <br /> <br /> At the Regular Meeting of the City CoUncil held on <br />Tuesday, March 9, 1993, there were present: <br /> <br /> Mayor Gloria ©. Webb; Vice MayOr Lee E. King, Johnny M. <br />Clemons, John H. Epp~rson, Bernard D. Griffin, James C. Hawks, <br />Cameron C. Pltt, ~; Wayne Orton, City Manager~, Stuart E. Katz, <br />City Attorney. <br /> <br /> Dana Gaskill, 6th grade student of Shea Terrace Elementary <br />School, opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br /> <br /> Motion of Mr. ~King and second by Mr% PittS, the m~inute$'of <br /> the Called meeting on February 23, 1993; the Regular meeting on <br /> February 23, 1993 were iapprored ~and adop~ted by unan~imous vote. <br /> <br /> 93-94 - Resolutions of appreciation to the General Assembly <br /> Delegation acknowledging their cooperation with !the City and <br /> their contributions towards an exemplary legislative session. <br /> <br /> (A) Resolution for Senator L. Louise Lucas <br /> <br /> Motion of Mr. Eppe~rson and seconded by Mr. Ctemons~ the <br /> following resolutioh was adopted and by the following vote: <br /> <br /> "A RESOLUTION OF APPRECIATION FOR STATE SENATOR L. LOUISE <br /> LUCAS, A MEMBER OF THE PORTSMOUTH DELEGATION TO THE VIRGINIA <br /> GENERAL ASSEMBLY. <br /> <br /> ~EREAS, the City of Portsmouth, Virginim recognizes the <br /> importance of the legislative actions of the Virginia General <br /> Assembly and their impact on the operation of local government; <br /> and <br /> <br /> ~rdEREAS, the City council presented legislative proposals <br /> for the 1993 General Assembly session that would assist in the <br /> efficient operation of government; and <br /> <br /> WHEREAS, Senator L. Louise Lucas i~troduced legislation <br /> that would provide over twelve administrative changes needed <br /> for the City Charter, allow the City to continue operation of <br /> its solid waste landfill which will result in saving millions <br /> Of dollars to the City over the life of the facility, and <br /> ensure that Citations by the State Water Control Board for <br /> unlawful discharges are serVed on the proper party;i and <br /> <br /> WHEREAS, the City recognizes the untiring efforts and <br /> dedication to ensure passage of this legislation as ~well as <br /> those bills introduced by the other members of the Portsmouth <br /> Delegation to the Virginia General AsSembly on its behalfl; and <br /> <br /> WHEREAS, numerous other bills, resolutions, and ibudg.et <br /> amendments were introduced by members Of the General Assembly <br /> that affect local government; and <br /> <br /> ~THEREAS Senator L, Louise Lucas embraced input from the <br /> City and provided the support needed to enhance the quality of <br /> life for the citizens of this community. <br /> <br /> NOW, THEREFORE, be it resolved that the Council of the <br /> City of~Portsmouth, Virginia hereby extends its sincere <br /> appreciation and gratitude to Senator L. Louise Lucas for her <br /> leadership during the 1993 session of the'Virginia General <br /> Assembly and for a job well done. <br /> <br /> <br />
