Program additional funds in the amount of <br />$29,400. The sward will enable the program to service a <br />greater number of nonviolent offenders. This will bring the <br />current grant total to $129,800. <br /> funds <br /> I recommend approval to t~ansfer these additio <br />from the Grants Contingency Account." <br /> <br /> Motion of Mr. Hawks~ and seconded by Mr. Clemons~ to <br />transfer $29,400 for additional funding to the Community <br />Diversion Incentive Program was adopted and by ~the roi.lowing <br /> <br />Ayes: ClemOns, Eppe~son~, Griffin, Hawks, King,~Pitts, Webb <br />Nays: None <br /> 93'106 Letter from the city Manager recommending ad°ption of <br /> a motion authorizing the City Manager to extend the temporary <br /> closing of an alleY in Port Norfolk past the current regular <br /> Council meeting date. <br /> <br /> "On February 26, 1993, it became necessary that I close a <br /> portion of the alley between Mt. Vernon Avenus and Florida <br /> Avenue, due. to increased traffic usage of the alley as a result <br /> of the Bayv~ew Boulevard turn restriction. Tbs safety of the <br /> citizens of the Port Norfolk community was the motivating <br /> factor in my decision. <br /> <br /> The Director of General Operations recommends that the <br /> closing of the alley will best serve the vast majority of the <br /> citizens of the Port Norfolk community. <br /> I therefore, recommend your adoption of a motion to close <br /> a portion of this alley." <br /> Lewis Thomas, 131 Florida Avenue, spoke in favor of the alley <br /> closing. <br /> Madalyn Morris-Grimes, 108 Florida Avenue, representing ihs <br /> Port Norfolk civic League, spoke in favor of the attey closing· <br /> william GUy Buck, J~., 109 Florida Avenue, spoke in favor of <br /> the alley Closing. <br /> David Arnold, 102 Mt. Vernon Avenue, spoke in favor of the <br /> alley closing. <br /> Motion of Mr. King and seconded by Mr. Epperson, that the <br /> portion of the alley located between Florida and Mt. Vernon <br /> Avenues and closed temporarily by the City Manager on February <br /> 26, 1993, remain closed to vehicular traffic in the interest of <br /> public safety until such time as ths City Manager shall deem it <br /> safe to reopen, was adopted and by the following vote: <br /> <br /> Ayes: Clemons; Epperson, Griffin, Hawks, King, Pitts, webb <br /> Nays: None <br /> <br /> - New Business - <br /> <br />93-107 - Councilman Pitts offered the following nominations for <br />appointment to the following Boards/Commissions: <br /> <br />social Services Advisory Commission (SSAC) <br /> Sherri L Bellotti appointed to fill an unexpired term <br />ending July 1, 1995, replacing Edward J.
