Januarv 8. 2007 At a Called Meeting of the City Council on Monday, January 8, 2007, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 07 - 04 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Monday, January 8, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 05 - The following items were discussed in Public Work Session: 1. City Council 2007-2008 Budget Work Session '" City Operating Budget - City Manager James Oliver '" Public Schools Operating Budget - Dr. David Stuckwisch 2. Craney Island - John Rowe 07 - 06 - Motion by Mr. Moody, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss: the acquisition of property for a public purpose and the sale of publicly held real property, as per subsection 3; and discussion of the award of a public contract involving the expenditure of public funds, as per subsection 30. The subject matter shall be the new courts complex, development of the Holiday Inn and parking garage site, and contractual negotiations with an executive search firm. The purpose shall be to discuss negotiating strategy. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None Motion by Mr. R. Smith, and seconded by Ms. Psi mas, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
