April 12, 1993 At a Called Meeting of the City Council held on Monday, April 12, 1993, there were present: Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. Clemons,-John H. Epperson, Bernard D. Griffin, Sr., James C. Hawks, Cameron C. Pitts, City Manager V. Wayne Orton, City Attorney Stuart E. Katz. 93-128 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Monday, April 12, 1993, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 93-129 - The following items were discussed in the Public Work Session: 1. Council considered the appeal of Robert and Sharon Strothers regarding the Commission of Architectural Review's decision concerning property at 37 Decatur Street. Motion of Mr. Hawks and seconded by Mr. Clemons to reverse the decision of the Commission of Architectural Review pertaining to the installation of vinyl siding over stucco and wooden shake siding and to cover the trim with aluminum at 37 Decatur Street. The color selection and the vinyl siding must be pre-approved by the Planning Department. Motion was adopted by unanimous vote. 2. Presentation by David M. Norman, Executive Director, Community Services Board, on the Elizabeth River Properties, Inc. Motion by Mr. Epperson, and seconded by Mr. Pitts to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Consideration of appointments to Boards and Commissions by City Council as permitted under Subsection (1); (a) (2) Consideration of the acquisition of property for public use in the central portion of the City as permitted u~der Subsection (A) (3); (3) Consultation with the City Attorney and briefing by staff pertaining to a legal matter requiring advice of legal counsel concerning the ABEX Superfund matter as permitted under Subsection (A) (7); (4) Consideration of the salary of the City Manager as permitted under Subsection (A) (1). The motion was adopted by unanimous vote. On motion of Mr. Clemons, and seconded by Mr. Epperson pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
