April 12, 1993 <br /> <br /> At a Called Meeting of the City Council held on Monday, <br />April 12, 1993, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons,-John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, City Manager V. Wayne Orton, City <br />Attorney Stuart E. Katz. <br /> <br />93-128 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 5:00 p.m., Monday, April 12, 1993, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> 93-129 - The following items were discussed in the Public <br />Work Session: <br /> <br /> 1. Council considered the appeal of Robert and Sharon <br />Strothers regarding the Commission of Architectural Review's <br />decision concerning property at 37 Decatur Street. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Clemons to reverse <br />the decision of the Commission of Architectural Review <br />pertaining to the installation of vinyl siding over stucco and <br />wooden shake siding and to cover the trim with aluminum at 37 <br />Decatur Street. The color selection and the vinyl siding must <br />be pre-approved by the Planning Department. Motion was adopted <br />by unanimous vote. <br /> <br /> 2. Presentation by David M. Norman, Executive Director, <br />Community Services Board, on the Elizabeth River Properties, <br />Inc. <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Pitts to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Consideration of appointments to Boards and <br />Commissions by City Council as permitted under Subsection <br />(1); <br /> <br />(a) <br /> <br /> (2) Consideration of the acquisition of property for <br />public use in the central portion of the City as permitted <br />u~der Subsection (A) (3); <br /> <br /> (3) Consultation with the City Attorney and briefing by <br />staff pertaining to a legal matter requiring advice of legal <br />counsel concerning the ABEX Superfund matter as permitted under <br />Subsection (A) (7); <br /> <br /> (4) Consideration of the salary of the City Manager as <br />permitted under Subsection (A) (1). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> On motion of Mr. Clemons, and seconded by Mr. Epperson <br />pursuant to Section 2.1-344.1 of the Code of Virginia <br />certifying that to the best of the Council Member's knowledge <br />during the immediately preceding Executive Session of the City <br />Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> <br />
