December 12. 2006 At a Regular Meeting of the City Council on Tuesday, December 12, 2006 there were present: Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. Reverend Dr. Rebeccafrances Powell opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Heretick, to approve the minutes of a Called Meeting on November 27, 2006, of a Called Meeting of November 28, 2006 and of a Regular Meeting on November 28, 2006, and were adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None 06 - 565 - Presentations: . Presentation to Lance Wolff of the Distinguished Budget Presentation Award for the Fiscal Year beginning July 1, 2006. . Presentation of special lapel pins to newly appointed Board and Commission members. . Presentation of ten year service pin to Mayor Holley. - Public Hearing - 06 - 566 Public hearing to increase Residential Solid Waste Fees and increase the FY2007 Waste Management Operating Budget through a supplemental appropriation: 1) An ordinance increasing the Residential Solid Waste Fee rate by $8 per month to cover additional operating costs from the Southeastern Public Service Authority increase in tipping fees (effective January 1, 2007) and ongoing landfill operating costs. 2) An ordinance appropriating $1,573,440 in the Waste Management Operating Budget to increase estimated revenues and expenditures from the increase in Residential Solid Waste Fee rate to provide funding for the increase in the Southeastern Public Service Authority tipping fees and landfill operating costs. 1. Ernestine Derleth, 427Gloucester Avenue, spoke in opposition to this item. - Unfinished Business - Consent Aqenda: 06 - 539 - Use permit, group housing use permit and code amendment: Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following resolutions and ordinance approved on first reading at the November 28, 2006 meeting, and was adopted by the following vote:
