<br />December 12. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 12, 2006 there <br />were present: <br /> <br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Dr. Rebeccafrances Powell opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to approve the minutes of a <br />Called Meeting on November 27, 2006, of a Called Meeting of November 28, 2006 and <br />of a Regular Meeting on November 28, 2006, and were adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 565 - Presentations: <br /> <br />. Presentation to Lance Wolff of the Distinguished Budget Presentation Award for the <br />Fiscal Year beginning July 1, 2006. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />. Presentation of ten year service pin to Mayor Holley. <br /> <br />- Public Hearing - <br /> <br />06 - 566 <br /> <br />Public hearing to increase Residential Solid Waste Fees and <br />increase the FY2007 Waste Management Operating Budget <br />through a supplemental appropriation: <br /> <br />1) An ordinance increasing the Residential Solid Waste Fee <br />rate by $8 per month to cover additional operating costs from the <br />Southeastern Public Service Authority increase in tipping fees <br />(effective January 1, 2007) and ongoing landfill operating costs. <br /> <br />2) An ordinance appropriating $1,573,440 in the Waste <br />Management Operating Budget to increase estimated revenues <br />and expenditures from the increase in Residential Solid Waste Fee <br />rate to provide funding for the increase in the Southeastern Public <br />Service Authority tipping fees and landfill operating costs. <br /> <br />1. Ernestine Derleth, 427Gloucester Avenue, spoke in opposition to this item. <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda: <br /> <br />06 - 539 - Use permit, group housing use permit and code amendment: <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolutions and ordinance approved on first reading at the November 28, 2006 meeting, <br />and was adopted by the following vote: <br />
