Vision Principles: Bold New Directions, Life Long <br />Learning Community, and Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and educate our citizens and commuters on the <br />importance of maintaining safe speeds and utilizing occupant restraints in both <br />passenger and commercial motor vehicles. <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $38,838 FROM THE <br />VIRGINIA DEPARTMENT OF MOTOR VEHICLES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET FOR TRAFFIC <br />ENFORCEMENT BY THE POLICE DEPARTMENT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 570 - Adoption of an ordinance accepting a grant in the amount of $6,600 from the <br />E. C. Wareheim Foundation and appropriating said amount in the FY 2006-2007 Grants <br />Fund Budget for motorcycle communications equipment for the Sheriff's Department. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Portsmouth Sheriff's Office has been operating a Motorcycle Unit since <br /> <br />1991. <br /> <br />. This one time award will fund the purchase of five (5) motorcycle helmet <br />communication systems, which allow for hands free wireless communication that also <br />enables the deputies to move from the motorcycle and maintain communication. <br /> <br />Discussion: <br />. The E. C. Wareheim Foundation has made available $6,600 in funds to provide <br />for the purchase of this equipment locally. <br />. The Motorcycle Unit provides funeral escorts and traffic enforcement. Each of <br />these duties carries inherent situations that impact officer safety and requires the use of <br />radio communications. Providing funeral escorts is normally done using two or more <br />motorcycles. Riders must be able to communicate with each other so that traffic can be <br />managed and accidents avoided during the escort. Deputies working traffic stops must <br />be able to communicate with the dispatcher and other deputies during traffic stops. <br />. Between January 1, 2006 and September 30, 2006 the Motorcycle Unit provided <br />661 funeral escortslassists and issued 1,843 summonses. <br /> <br />Financial Impact: <br />.
