For the~last <br />two years, orr budget has absorbed the. increased cost of medical <br />insurance for'our employees. DUe to contin~d~premium <br />in~rease~'; ir'would'be-unwise for me to, recommend that the~City <br />absorb these costs once more. In an effort to minimize a. <br />projected 11% increase, I have instructed our Employee Benefits <br />Manager.to pursQe.~ll poss'ible~opti~ns for"fur~her reductions, <br />to Include-solicitation-of competlt! e proposals for alternative <br />health C~e':net~orks~ - <br /> <br /> The Workforce Management Review Method and the Employee <br />Resource ~llocation-Program will continue ~n the coming year. <br />While these work force management methods have been highly <br />successful over the last three years, work remains undone. <br />Plainly and simply, we stil<~!~D~_a~'_~Jl~_'re positions on our payroll <br />than we need, and we are yet to realize our optimum allocation. <br />While these methods "disturb the comfort, of the bureaucra.¢y <br />because-they demand efficiency, it is,our responsibility to the <br />taxpayersdto remain :determined in efforts to eliminate waste. <br /> <br /> <br />
