April 27, I993 <br /> <br />93-162 Letter from the City Manager recom~mending adoption of <br />an ordinance to appropriate $100,000 from the Capital <br />Improvements Fund for the purchase of video equipment necessary <br />for the operation of WGOV-TV Channel 29. <br /> "The I992-t997 Capital Improvement Plan (CIP) authorized <br />$100,000 for the purchase and installation of a video system <br />for the Council Chambers. Given that WGOV-TV Channel 29 has <br /> <br />been facing an increasing <br />failures, the purchase of <br />priority and is critical <br /> <br />number of equipment breakdowns and <br />essential equipment is a greater <br />to keeping programming on the air. <br /> <br /> The purchase of the equipment is in accordance with City <br />Council's goal of keeping citizens informed through timely, <br />accurate and useful communications. Therefore, I recommend <br />that you appropriate $100,000 for~the purchase of this <br />necessary equipment, with your approval of this item, the <br />balance in the Capital Improvements Fund will be $12,849,329." <br /> Motion of Mr. Griffin, and seconded by Mr. Epperson, the <br />following ordinance was adopted and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $100,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE PURCHASE OF VIDEO EQUIPMENT NECESSARY <br />FOR THE OPEP~TION OF WGOV-TV CHANNEL 29." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-163 Letter from the City Manager regarding adoption of a <br />resolution on the application of the Portsmouth Veterans Home, <br />Inc. for designation as a charitable and benevolent <br />organization within the context of Section 6(a)(6) or Article X <br />of the Constitution of Virginia. <br /> <br /> "The Portsmouth Veterans Home, Inc., a charitable <br /> organization, has applied for exemption from taxation within <br /> the context of Section 6(a) of Article X of the Constitution of <br /> Virginia. The City Assessor has reviewed the application, and <br /> it is his opinion that the appropriate responses were completed <br /> and on that basis, the exemption could be granted. <br /> <br /> Property used exclusively by non-profit organizations for <br /> religious, charitable, patriotic, historic, benevolent, <br /> cultural or public park and playground purposes, however, is <br /> not entitled to an automatic tax exemption if acquired <br /> subsequent to July 1, 1971. As you well know, almost 60% of <br /> the real estate land value in our City is already non-taxable. <br /> I have been, and still remain, seriously concerned about the <br /> impact of any additional non-taxable property and believe we <br /> absolutely must reverse this trend. <br /> <br /> While I have no objection whatsoever toward this <br /> non-profit organization which will provide a meeting hall and <br /> assist area veterans in filing for compensation and in other <br /> matters pertaining to veterans' benefits, I must recommend <br /> denial of this request, and future requests, for property tax <br /> exemptions." <br /> <br /> Motion of Mr. Ctemons, and seconded by Mr. Epperson, the <br /> application of the Portsmouth Veterans Home, Inc., for <br /> designation as a charitable and benevolent organization was <br /> deferred to the City Council meeting of May 25, 1993, and was <br /> adopted by unanimous vote. <br /> <br /> <br />
