MaY 10, 1993 At the Public Hearing Meeting of the City Council held on Monday, May 10, 1993, there were present:: Mayor Gtoria:O.,Webb, Vice Mayor Lee E. King; Johnny. M, Clemens, John H. EPperson, Bernard Dx Griffin~ James C. ,Hawks~,~ Cameron C, Pitts;.;City Manager V. Wayne-Orton;iCity Attorney Stuart E. Katz. -~ ~¢ ,~ ~ Vice Mayor King opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The.Mayor called the meeting~to order and welcomed ait in attendance. ~ '~ i ~ 93-174 - Public Hearing on use permit and group housing project applications: (a) UP-93-03 Cavalier Manor Neighborhood - Use permit application of Sandra O. Pinnock for a child day care center at 1220 Cavalier BOulevard and further described as. Tax' Map 548, Parcel 37. Motion of Mr. King and seConded by Mr. Pitts, to concur with the recommendation of the Planning Commission that UP-93-03 be approved. The motion was approved on first reading by unanimous vote. (b) GHP-93~01 ~ North Churchland Neighborhood - Group housing project application of Newman Associates for 80 apartment units, to be known as Westwinds III, on property located on the..south :side of Gateway;~ ~ Drive and lying east of the eXisting Westwinds Apartments and further described as Tax Map 846, a portion of Parcel 3.4. The following residents spoke in opposition to the application and requested additional conditions to the permit if approved by Council: Mr. Paige D. Cherry, 3521 Gateway Drive, representing the Willow Breeze Community League. Mr. Jeff Polar, 3509 Gateway Drive. Ms. Charlotte Horn, 3508 Gateway Drive. Ms. Nancy Hammond, 3420 Gateway Drive. Ms. Tracy Young, 3409 Gateway Drive. Mr. James Gates, 3441 Gateway Drive. Ms. Denise Suchsland, 3428 Gateway Drive. Mr. Greg Dodd, Borton and Dodd, representing the developer of the project, spoke and advised that the developer would try to work with the conditions that Council may place on the project. Vice Mayor King requested that the City Manager have police radar stationed in the Willow Breeze neighborhood to monitor the traffic problems stated by the citizens. Motion of Mr. Hawks and seconded by Mr. Clemens, to Concur with the recommendations of the Planning Commission that GHP-93-01 be approved on first reading with the additional conditions that Gateway Drive be made into a cut-de-sac on both sides with a breakaway emergency barrier for emergency equipment, at no expense to the City, and a solid privacy barrier on the project side of the ditch be installed and maintained by the applicant.
