<br />November 28. 2006 <br /> <br />(i) The applicant shall adhere to the approved trash plan that includes the continued <br />use of a commercial waste hauler. <br /> <br />(j) The center shall submit to all required inspections by and approvals obtained <br />from the City's Fire Department Bureau, Public Health Department and Building Official. <br />This shall include an initial inspection prior to the opening of the center and annual <br />inspections thereafter. <br /> <br />(k) The applicant shall comply with the Statewide Building Code. <br /> <br />(I) The applicant shall comply with all applicable codes, ordinances and regulations <br />of federal, state and local governments and shall obtain and maintain all necessary <br />licenses and permits. <br /> <br />(m) All fees in connection with the proposed use shall be paid when due. <br /> <br />4. Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />06 - 540 - Adoption of an ordinance accepting a grant in the amount of $30,000 from the <br />Virginia Department of Emergency Management and appropriating said amount in the <br />FY 2006-2007 Grants Fund Budget for the Hazardous Materials Southside Tidewater <br />Team. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Each year the Virginia Department of Emergency Management (VDEM) provides <br />the Portsmouth Department of Fire, Rescue and Emergency Services with funds for the <br />Hazardous Materials Southside Tidewater Team. The City of Portsmouth is the lead <br />agency for this regional team. <br />. When the Southside Regional Hazardous Materials Team was initially organized, <br />none of the other cities offered to be the lead team. Portsmouth volunteered and has <br />been the lead team since that time. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident at any given time. <br /> <br />Discussion: <br />. As the lead team in Southside Virginia, Portsmouth is better able to serve <br />citizens, businesses and visitors in Portsmouth, as well as assist the region in the event <br />of a hazardous materials incident with these funds. <br /> <br />Financial Impact: <br />. There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of the proposed ordinance. Acquire necessary equipment and training to maintain the level of expertise <br />needed as the lead Department for the Hazardous Materials Southside Tidewater <br />Team. <br />
