November 28. 2006 At a Called Meeting of the City Council on Tuesday, November 28, 2006, there were present: Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., *Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 06 - 535 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, November 28, 2006 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 06 - 536 - The following items were discussed in Public Work Session: 1. Development Update - John Rowe Meeting with Master Developer of Victory Business Park - Burrell Saunders I Bob Williams 2. Parking Study Recommendations - John Rowe I Richard Hartman Ntelos Roof - Richard Hartman 3. Budget 2007-2008 - Lance Wolff CIP Budget Briefing 06 - 537 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss: appointments to boards and commissions. The subject matter of the meeting is to discuss the qualifications of candidates for appointment to City boards and commissions. The purpose shall be to permit confidential discussion of possible appointments. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None Motion by Ms. Psi mas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
