<br />November 14. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 14, 2006, there <br />were present: <br /> <br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, *Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 507 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, November 14, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 508 - The following items were discussed in Public Work Session: <br /> <br />1. Budget 2007-2008 - John Rowe <br /> <br />2. Development Update - John Rowe I Steven Lynch <br /> <br />3. Portsmouth Community Library - Dr. Lydia Patton <br />Mayor Holley was designated liaison to the Portsmouth Community Library <br />Board. <br /> <br />4. Review of City Manager's Report - Dr. Lydia Patton <br /> <br />06 - 509 - Motion by Mr. Moody, and seconded by Mr. R. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />the performance of individual members of boards and commissions, as per <br />subsection 1; and <br /> <br />the acquisition or sale of real property for a public purpose, as per <br />subsection 3. <br /> <br />The subject matter shall be the performance of council appointees to boards <br />and commissions and real estate matters involving a proposed new courthouse. <br /> <br />The purpose shall be to permit confidential discussion of personnel and <br />negotiating strategy. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />Motion by Mr. R. Smith, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
