<br />November 13. 2006 <br /> <br />At a Called Meeting of the City Council on Monday, November 13, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />*Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 501 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City <br />Council Chamber, 801 Crawford Street, 5:00 p. m., Monday, November 13, 2006 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 502 - The following items were discussed in Public Work Session: <br /> <br />1. Budget 2007-2008 Financial Condition Update - Lance Wolff <br /> <br />2. Report on City Council Priorities - John Rowe <br /> <br />3. Parking and Commercial Vehicles - Fred Brusso <br /> <br />06 - 503 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to <br />discuss: <br /> <br />the performance of specific public officials, as per subsection 1; and <br /> <br />legal matters requiring the advice of legal counsel, including threatened <br />litigation, as per subsection 7. <br /> <br />The subject matter of the meeting includes the performance of specific public <br />officials of the City, and legal matters including but not limited to threatened litigation. <br /> <br />The purpose of the meeting is to permit confidential discussion of individual <br />officials, and also legal strategy. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
