November 13. 2006 At a Called Meeting of the City Council on Monday, November 13, 2006, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., *Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 06 - 501 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p. m., Monday, November 13, 2006 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 06 - 502 - The following items were discussed in Public Work Session: 1. Budget 2007-2008 Financial Condition Update - Lance Wolff 2. Report on City Council Priorities - John Rowe 3. Parking and Commercial Vehicles - Fred Brusso 06 - 503 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss: the performance of specific public officials, as per subsection 1; and legal matters requiring the advice of legal counsel, including threatened litigation, as per subsection 7. The subject matter of the meeting includes the performance of specific public officials of the City, and legal matters including but not limited to threatened litigation. The purpose of the meeting is to permit confidential discussion of individual officials, and also legal strategy. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None Motion by Mr. Moody, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
