<br />93-250 Letter from the City Manager recommending adoption of an
<br />ordinance to amend the Code of the City of Portsmouth, Virginia,
<br />1988, as amended, by amending Section~ 12-121 pertaining to
<br />finance.
<br />
<br /> "The 1993~ General-Assembly of~Virginia re-enacted the. law
<br />pertaining to fees for construction, renovation and maintenance
<br />c'o~rthouses., ;jail and Cou~t-rlel~ted fac~ili~ie~s'. Since the
<br />amendment!s d~ not ~coinci~de~ with. the~ section~as presently S~'t out
<br />in our Cit~Code, an~ordi~nce~change~i~necessar~ ~0 comply with
<br />this ~me~ded. State law'. The~ amended, ordinance will provide £~or a
<br />four della= ($4.~0] as'sessmen~ of ~ourt costs,, instead of. the two
<br />dollar ($2.00) assessment we have had previously.

<br />Portsmouth~ Virginia, 19~8, by amending Section 17-132 thereof,
<br />and by adding Sections 17~t34(~c) and' 17-136(4k the. fete pertaining
<br />to vacan~z buildings. -, _ ~

<br /> "The Code of Virginia has been amended to al~low loca~l~ities tc
<br />require the annual registration of buildings that have been vacant
<br />for a ~cont~inu~ous period of hwelve months or :more.- The Code also
<br />allows the city to charge a registration fee of up to $25.00 a
<br />
<br /> Portsmouth currently has a code requiring registration of
<br />vacant boa~ded buildings .on 'a monthly basis. 'The Director of
<br />Housing :& .Emergency ServiCes has .proposed,that ,~e restrain the
<br />monthly 'boarding registration', for~ short term vaca~ncies, and ad~pt
<br />the new State Code to address properties that remain vacant over
<br />longer period2 This will redud~, the administrative burden of
<br />managing our vacant building inventory, while continuing to
<br />promote the monitoring of these properties.

<br />22-316, 22-328(b) and (c), 22-396(a), 22-423, and 22-426(a) (b),
<br />and (c), and by enacting a new Section 22-366.1 thereof,
<br />pertaining to the operation of motor vehicles.
