<br />October 24. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 24, 2006, there <br />were present: <br /> <br />Vice Mayor Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. <br />Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. <br />Timothy Oksman. <br /> <br />06 - 483 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 24, 2006 for the purpose <br />of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 484 - Motion by Mr. R. Smith, and seconded by Ms. Psimas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />personnel matters, as per subsection 1; and <br /> <br />legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting includes the performance of appointees to <br />boards and commissions and also legal matter related to possible contracts with <br />Covanta and the Southeastern Public Service Authority of Virginia. <br /> <br />The purpose of the meeting is to permit confidential discussion of personnel <br />matters and possible contract negotiations. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. R. Smith, and seconded by Mr. D. Smith, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />06 - 485 - The following items were discussed in Public Work Session: <br /> <br />1. Proposed 2007 Legislative Package - Sherri Neil <br /> <br />2. CAR Appeal Discussion <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to postpone <br />consideration of the Commission of Architectural Review (Port Norfolk/Park View and <br />Olde Towne, Cradock, and Truxton) denial to retain replacement windows, at 257-259 <br />Mt. Vernon Avenue and 7 Dahlgren Avenue, indefinitely, and was adopted by the <br />following vote: <br />
