October 10. 2006 NOW THEREFORE BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, requests that the Commonwealth of Virginia Department of Transportation establish the following five urban system highway projects as part of their Six Year Improvement Program: 1. Intersection Upgrades - Portsmouth Blvd and Airline Blvd, (UPC # T4209), for the improvement of the signalization at the intersection of Portsmouth Blvd at Airline Blvd. 2. Airline Blvd Coordinated Signal Upgrades (UPC # T4208), for improvement of the signal systems along Airline Blvd between Victory Blvd the city limits line 3. Equipment Support for Shuttle Bus Service (UPC # T4207), for the purchase of equipment to create a downtown shuttle bus service 4. Downtown Portsmouth Shuttle Bus Service, Phase 1 (UPC # T4210), for two years of operational support for the downtown shuttle bus service. 5. Downtown Portsmouth Shuttle Bus Service, Phase 2 (UPC # T4211), for one year of operational support for the downtown shuttle bus service. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia hereby agrees to pay its share of the total cost for preliminary engineering, right-of-way acquisition, and construction of these projects in accordance with Section 33.1-44 of the Code of Virginia, and that if the City of Portsmouth subsequently elects to cancel any of these projects, the City of Portsmouth hereby agrees to reimburse VDOT for the total amount of the costs expended by VDOT through the date VDOT is notified of such cancellation. BE IT FURTHER RESOLVED that the City Manager is authorized to execute the necessary contracts, agreements, and any other documents necessary to accomplish the work described herein." Smith, Holley Nays: None - New Business - 06 - 476 - Boards and Commissions Vice Mayor Randall offered the following nominations: SOUTHEASTERN PUBLIC SERVICE AUTHORITY-(SPSA) Gary S. Leggett to be appointed to the SPSA Citizens Advisory Committee, beginning October 10, 2006, replacing Susan T. Hansen. Motion by Ms. Randall, and seconded by Ms. Psimas, to close the nominations, and the above nominations were adopted by the following vote: Ayes: Psimas, Randall, D. Smith, R. Smith, Holley Nays: None 06 - 477 - Items Submitted by Council Members '" Councilwoman Psimas, as liaison to the Light Duty Committee along with Councilman Heretick, gave a report on the progress of the committee. 06 - 478 - Report on Pending Items There were no pending items.
