October 10. 2006 At a Called Meeting of the City Council on Tuesday, October 10, 2006, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 06 - 469 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 10, 2006 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 06 - 470 - The following items were discussed in Public Work Session: 1. CAR Appeal Discussion Motion by Mr. R. Smith, and seconded by Ms. Psi mas, to postpone consideration of the Commission of Architectural Review (Olde Towne, Cradock, and Truxton) denial to retain replacement windows, at 30 Hobson Street and 70 Alywin Road, indefinitely, and was adopted by the following vote: Ayes: Psimas, Randall, D. Smith, R. Smith, Holley Nays: None 2. Proposed Boat Tax Study - Lance Wolff 3. Inspections Update - John Rowe Travelers Inn Inspection 703 High Street Demolition for 10/13/06 4. Neighborhood and Community Transformation Update - Dr. Lydia Patton Implementation of Chapter 16 Department of Housing and Urban Development Action Plan Homeless Program Community Programs 5. Development Update - John Rowe Downtown Shuttle Service Update Mayor James W. Holley named Councilman William E. Moody liaison to the Citizens Transportation Advisory Committee. Status of Roundabout Status report on Court's Complex 6. Covanta - John Maher 7. Review of City Manager's Report - Dr. Lydia Patton 8. City Council Liaison Reports Councilwoman Psimas, as liaison to the Light Duty Committee along with Councilman Heretick, gave a report on the progress of the committee.
