<br />October 5. 2006 <br /> <br />At a Called Meeting of the City Council on Thursday, October 5, 2006, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody Jr., <br />*Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., Assistant City Attorney W. Eugene White. <br /> <br />Councilman Ray A. Smith, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />06 - 461 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held at Cradock <br />Recreation Center, 4300 George Washington Highway, 7:00 p.m., Thursday, October 5, <br />2006 for the purpose of a Community Meeting. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 462 - The following items were discussed at the Community Meeting: <br /> <br />I. Welcome - Mayor James W. Holley III <br /> <br />II. Statement of Purpose - Councilman Ray A. Smith, Sr. <br /> <br />III. Covanta Proposal - Derek Veenhof <br /> <br />IV. Impact on City of Portsmouth - John Maher I Bill Zieburtz <br /> <br />V. Comments and Questions <br /> <br />1. Richard Warren, 81 Ericsson Street, read a letter from a 12 year old boy opposing <br />the Southeastern Public Service Authority (SPSA) ICovanta Trashport Project. <br /> <br />2. Pamela Kloeppel, 501 Elizabeth Place, spoke in opposition to the SPSAlCovanta <br />Trashport Project. <br /> <br />3. Jennifer Lee, 34 Riverview Avenue, spoke In opposition to the SPSAlCovanta <br />Trashport Project. <br /> <br />4. Joanna Hall, 92 Nicholson Street, asked several questions and voiced her opposition <br />to the SPSAlCovanta Trashport Project. <br /> <br />5. Alvah Owens, 1604 North Street, spoke In opposition to the SPSAlCovanta <br />Trashport Project. <br /> <br />6. Dottie Wyatt, 99 Channing Avenue, raised questions with regards to the new landfill <br />and tipping fees. <br /> <br />7. Billy Boggs, 23 Aylwin Road, spoke In support of the SPSAlCovanta Trashport <br />Project. <br /> <br />8. Melody Repanshek, 54 Channing Avenue, was concerned that there would be an <br />increase in odor from SPSA with the additional trash being brought into the area. <br /> <br />9. Paul Landers, 402 Cabot Street, spoke in opposition to the SPSAlCovanta Trashport <br />Project. <br />
